Sekta ya ushirika imetakiwa kujizatiti zaidi ili iweze kuwakomboa wananchi wengi zaidi kutoka katika wimbi la umasikini mkoani Iringa.

Rai hiyo imetolewa na Katitu Tawala Msaidizi, Sehemu ya uchumi na sekta za uzalishaji mali, Alhaji Adam Swai katika mkutano wa robo ya kwanza ya 2010/2011 wa wataalamu wa sekta ya kilimo, mifugo na ushirika uliofanyika katika ukumbi wa mikutano wa Lutheran, wilayani Njombe.

Alhaji Swai amesema “sijaridhika na uendeshaji wa sekta ya ushirika, sababu bado tupo nyuma kidogo”. “Ni kwa kuboresha sekta ya ushirika ndipo tunaweza kuwakomboa wananchi wa mkoa wa Iringa kutoka katika umasikini”. Aidha ameongeza kusema kuwa ushirika ukiboreshwa katika mkoa wa Iringa utawawezesha na kuwahakikishia wananchi upatikanaji wa pembejeo kwa uhakika na wakati.

Akiwasilisha mradi wa kahawa uliofanya vizuri katika mpango wa uedelezaji wa sekta ya kilimo wilayani (DADPs) katika wilaya ya Ludewa, Kaimu Afisa Kilimo na Mifugo wa wilaya ya Ludewa, Ndyetabura Kalokora amesema kuwa wilaya kwa kushirikiana na kituo cha utafiti (TaCRI) wilianzisha vitalu 9 vyenye jumla ya miche 7,759 na jumla ya miche 20,709 imezalishwa, miche 14,019 imepandwa na miche 6,690 bado inaendelea  na hatua ya ukuaji vitaluni ikiwa katika viriba.

Amesema kuwa kabla ya mradi wakulima walikuwa wakilima kahawa inayoshambuliwa na magonjwa ya chelebuni na kutu ya majani. Kahawa ilikuwa ikitoa mavuno kidogo kwa mti. Amebainisha tatizo linigine kuwa ni mkahawa kuchelewa kutoa mavuno kwa kuanza kuzaa baada ya miaka mitatu sambamba na ukubwa wa gharama za uzalishaji kuwa kubwa sababu iliyopelekea wakulima kutelekeza mashamba yao na kiwango cha uzalishaji kushuka.

Akielezea hali ya uzalishaji miche ya vikonyo ilivyo sasa Kalokora amesema kuwa uzalishaji wa miche ya vikonyo ulianzishwa mwaka 2006 baada ya wakulima kupata mafunzo katika kituo cha utafiti (TaCRI-Mbinga). Wilaya ilianza na miche mama 2000 iliyopandwa katika vijiji vya Mundindi, Masimbwe, Lufumbu na Mawengi.

Kalokora ameyataja mafanikio yaliyopatikana kuwa ni pamoja na kuanzishwa kwa mashamba mama ya kahawa inayovumilia magonjwa ya kutu ya majani na ugonjwa wa chelebuni yenye jumla ya miche 7,759. Mafanikio mengine ameyataja kuwa ni kuviimarisha vyama vya ushirika kuweza kununua mazao kwa mfumo wa stakabadhi ghalani, kununua kahawa kutoka kwa wakulima kupitia vyama vyao vya ushirika, ari ya wakulima imeanza kurudi tena baada ya kupata miche inayovumilia magonjwa na kupungua kwa gharama za uzalishaji.

Mkutano huo wa wataalamu wa sekta ya kilimo, mifugo, ushirika na uvuvi umewakutanisha wataalamu hao toka sekretarieti ya mkoa wa Iringa na Halmashauri zote, pia umewashirikisha maafisa mipango na maendeleo ya jamii unafanyika kwa siku tatu wilayani Njombe.

SAN JOSE MINE, Chile – To hugs, cheers and tears, rescuers using a missile-like escape capsule began pulling 33 men one by one to fresh air and freedom at last early Wednesday, 69 days after they were trapped in a collapsed mine a half-mile underground.

Five men were pulled out in the first five hours of the apparently problem-free operation in the Chile's Atacama desert — a drama that saw the world captivated by the miners' endurance and unity as officials meticulously prepared their rescue.

First out was Florencio Avalos, who wore sunglasses to protect him from the glare of bright lights. He smiled broadly as he emerged and hugged his sobbing 7-year-old son, Bairon, and wife, then got a bearhug from Chilean President Sebastian Pinera shortly after midnight local time.

A second miner, Mario Sepulveda Espina, was pulled to the surface about an hour later — his shouts heard even before the capsule surfaced. After hugging his wife, Elvira, he jubilantly handed souvenir rocks from his underground prison nearly 2,300 feet (700 meters) below to laughing rescuers.

Then he jumped up and down as if to prove his strength before the medical team took him to a triage unit.
"I think I had extraordinary luck. ... I was with God and with the devil — and God took me," Sepulveda said later in a special interview room set up by the government.


He praised the rescue operation, saying: "It's incredible that they saved us from 700 meters below."


A third Chilean miner, Juan Illanes, followed after another hour, the lone Bolivian, Carlos Mamani, was pulled out fourth, and the youngest miner, 19-year-old Jimmy Sanchez, was fifth. He was encouraged to lie down more quickly on a stretcher after sharing hugs on arrival.

Mamani was greeted by his wife, Veronica, with a hug and kiss that knocked off her white hardhat as Chile's president and first lady held small Bolivian flags. Mamani also gestured with both forefingers at his T-shirt, which said "Thank You Lord" above a Chilean flag. He shouted "Gracias, Chile!" before a round of backslapping with rescuers.

Through the first five rescues, the operation brought up a miner roughly every hour — holding to a schedule announced earlier to get all out in about 36 hours. Then, rescuers paused to lubricate the spring-loaded wheels that give the capsule a smooth ride through the hard-rock shaft.

When the last man surfaces, it promises to end a national crisis that began when 700,000 tons of rock collapsed Aug. 5, sealing the men in the lower reaches of the mine.

After the first capsule came out of the manhole-sized opening, Avalos emerged as bystanders cheered, clapped and broke into a chant of "Chi! Chi! Chi! Le! Le! Le!" — the country's name.
Avalos gave a thumbs-up as he was led to an ambulance and medical tests following his more than two months deep in the gold and copper mine — the longest anyone has ever been trapped underground and survived.


Avalos, the 31-year-old second-in-command of the miners, was chosen to be first because he was in the best condition.

Pinera later explained they had not planned for Avalos' family to join rescuers at the opening of the shaft, but that little Bairon insisted on being there.

"I told Florencio that few times have I ever seen a son show
 so much love for his father," the president said.
"This won't be over until all 33 are out," he added.


"Hopefully this example of the miners will stay forever with us because these miners have demonstrated ... that when Chile unifies, and we always do it in the face of adversity, we are capable of great things," Pinera said.
After he emerged, Sepulveda criticized the mine's management, saying "in terms of labor, there has to be change."
Pinera promised it would.


"This mine has had a long history of accidents and that's why this mine will not reopen while it doesn't assure and guarantee the integrity, safety and life of who work in it are clearly protected. And the same will occur with many other mines in our country," said Pinera, who ordered a review of safety regulations after the collapse.
Minutes earlier, rescue expert Manuel Gonzalez of the state copper company Codelco grinned and made the sign of the cross as he was lowered to the trapped men — apparently without incident. He was followed by Roberto Rios, a paramedic with the Chilean navy's special forces.


The last miner out has been decided: Shift foreman Luis Urzua, whose leadership was credited for helping the men endure 17 days with no outside contact after the collapse. The men made 48 hours' worth of rations last before rescuers reached them with a narrow borehole to send down more food.

Janette Marin, sister-in-law of miner Dario Segovia, said the order of rescue didn't matter.
"This won't be a success unless they all get out," she said, echoing the solidarity that the miners and people across Chile have expressed.


The paramedics can change the order of rescue based on a brief medical check once they're in the mine. First out will be those best able to handle any difficulties and tell their comrades what to expect. Then, the weakest and the ill — in this case, about 10 suffer from hypertension, diabetes, dental and respiratory infections and skin lesions from the mine's oppressive humidity. The last should be people who are both physically fit and strong of character.

Chile has taken extensive precautions to ensure the miners' privacy, using a screen to block the top of the shaft from the more than 1,000 journalists at the scene.
The rescue was carried live on all-news channels from the U.S. to Europe and the Middle East. Iran's state English-language Press TV followed events live until President Mahmoud Ahmadinejad touched down in Beirut on his first state visit there. But the coverage was interrupted with every new miner rescued.
The miners were ushered through a tunnel built of metal containers to an ambulance for a trip of several hundred yards (meters) to a triage station for a medical check before being flown by helicopter to a hospital in Copiapo, a 10-minute ride away.

Two floors at the hospital were prepared for the miners to receive physical and psychological exams while being kept under observation in a ward as dark as a movie theater.
Relatives were urged to wait to greet the miners at home after a 48-hour hospital stay. Health Minister Jaime Manalich said no cameras or interviews will be allowed until the miners are released, unless the miners expressly desire it.


The only media allowed to record them coming out of the shaft will be a government photographer and Chile's state TV channel, whose live broadcast was delayed by 30 seconds or more to prevent the release of anything unexpected. Photographers and camera operators were on a platform more than 300 feet (90 meters) away.

The worst technical problem that could happen, rescue coordinator Andre Sougarett told The Associated Press, is that "a rock could fall," potentially jamming the capsule in the shaft.
Panic attacks are the rescuers' biggest concern. The miners aren't be sedated — they need to be alert in case something goes wrong. If a miner must get out more quickly, rescuers will accelerate the capsule to a maximum 3 meters per second, Manalich said.


The rescue is risky simply because no one else has ever tried to extract miners from such depths, said Davitt McAteer, who directed the U.S. Mine Safety and Health Administration in the Clinton administration.
"You can be good and you can be lucky. And they've been good and lucky," McAteer told the AP. "Knock on wood that this luck holds out for the next 33 hours."
Mining Minister Laurence Golborne, whose management of the crisis has made him a media star in Chile, said authorities had already thought of everything.


"There is no need to try to start guessing what could go wrong. We have done that job," Golborne said. "We have hundreds of different contingencies."

As for the miners, Manalich said "they're actually much more relaxed than we are."
Rescuers finished reinforcing the top of the 2,041-foot (622-meter) escape shaft Monday, and the 13-foot (four-meter) capsule descended flawlessly in tests. The capsule — the biggest of three built by Chilean navy engineers — was named Phoenix for the mythical bird that rises from ashes. It was painted in the white, blue and red of the Chilean flag.


The miners were monitored closely in the capsule. A video camera watched for panic attacks. They also had oxygen masks and two-way voice communication. Their pulse, skin temperature and respiration rate were measured by a monitor around their abdomens. To prevent blood clotting from the quick ascent, they took aspirin and wore compression socks.

They were given a high-calorie liquid diet donated by NASA, designed to keep them from vomiting as the capsule rotated 10 to 12 times through curves in the 28-inch-diameter escape hole.
The miners also had sweaters for the shift in climate from about 90 degrees underground to near freezing on the surface after nightfall.


Engineers inserted steel piping at the top of the shaft, which is angled 11 degrees off vertical before plunging like a waterfall. Drillers had to curve the shaft to pass through "virgin" rock, avoiding collapsed areas and underground open spaces in the overexploited mine, which had operated since 1885.
Neighbors looked forward to barbecues and parties to replace the vigils held since their friends were trapped.


Urzua's neighbors told AP he probably insisted on being the last one up.
"He's a very good guy — he keeps everybody's spirits up and is so responsible — he's going to see this through to the end," said neighbor Angelica Vicencio, who has led a nightly vigil outside the Urzua home in Copiapo.


U.S. President Barack Obama praised rescuers, who include many Americans. "While that rescue is far from over and difficult work remains, we pray that by God's grace, the miners will be able to emerge safely and return to their families soon," he said.
Chile has promised that its care of the miners won't end for six months at least — not until they can be sure that each one has readjusted.


Psychiatrists and other experts in surviving extreme situations predict their lives will be anything but normal.
Since Aug. 22, when a narrow bore hole broke through to their refuge and the miners stunned the world with a note, scrawled in red ink, disclosing their survival, their families have been exposed in ways they never imagined. Miners had to describe their physical and mental health in detail with teams of doctors and psychologists. In some cases, when both wives and lovers claimed the same man, everyone involved had to face the consequences.

Facebook to let users create personal groups


(CNN) -- An easy way to create personal groups within your friends list and the ability to download everything you've posted are coming to Facebook.

Facebook CEO Mark Zuckerberg announced the planned changes Wednesday at a media event about several tweaks to the ubiquitous social-networking site.

He said the new features would begin rolling out later Wednesday.
Facebook Groups, Zuckerberg said, is designed to solve "the biggest problem in social networking."
"A lot of people talk about this as a privacy problem, but I think even more than that, it's an annoying [others] problem," Zuckerberg said.

A user might say, "I would post this, but do I really want to bug all my friends who don't like jogging how great it is that I had an awesome jog this morning?" he said.

Groups will let Facebook users make groups like family, work friends, friends from school or friends with a specific interest.

They'll be able to share information specifically with members of those groups and even create group chats with those members.

"We think this is really going to change fundamentally how you use Facebook today," said Justin Shaffer, product manager for Groups and former CEO of Hot Potato, a mobile social-media app that Facebook bought this summer.

A list feature on Facebook already lets users create subsets of their friends. But Zuckerberg said that only about 5 percent of Facebook's roughly 500 million users use it.
"We wanted to design something that would be used by more than 5 percent of people ... that is so easy to use that everyone will interact with it," he said.

Current Facebook lists are a solitary exercise. A user can create those lists, then can decide which ones will see certain posts, like photos or status updates.

But creating groups is a more social exercise, Zuckerberg said. When one user creates a group, all the other members get notified. They can choose to leave, but will more likely engage, and create lists of their own, he said.

With another tool called "Download Your Information," Facebook users will be able to create a zip file of everything they've done on the site.

The announcement came with a bit of advice.
"This is all of your personal information," said product manager David Recordon. "You should take security seriously."

Members will be able to go to their Account Settings, then click "download" to get the info.
At Facebook, Zuckerberg said, it is "a core part of our belief" that people own the information they post on the site.

Facebook also announced a new apps dashboard that will make it easier to see what information applications can access about users.

In the past, Facebook had come under fire from some users for what they considered privacy invasion by third-party apps like games and quizzes. Many apps need access to a user's information to work, but critics feared that access could be abused.

"For individuals, we think this is a pretty big win," dashboard product manager Carl Sjogreen said Wednesday.


Obama's education plan draws fire

Washington (CNN) -- It has gotten very little attention so far, but make no mistake: President Obama is pushing for an absolute paradigm shift in the role that community colleges will play in producing America's highly skilled workers of the future -- and not everyone is happy about it.

Obama and Dr. Jill Biden, the vice president's wife, who teaches at a community college in Northern Virginia, are convening the first ever White House Summit on Community Colleges. It promotes an ambitious goal: getting community colleges to produce an additional 5 million graduates by 2020.

If the number of community college graduates sharply increases over the next 10 years, it could help the U.S. have the highest proportion of college graduates in the world -- an honor that America once held, but lost long ago.

Now Obama is determined to restore America's lost position atop that heap by framing the community college as one of the great economic issues of the 21st century, while the private sector looks to find as many highly skilled workers as possible, whether they have two-year or four-year college degrees.

"The idea here is simple," Obama said Monday at a White House event promoting his "Skills For America's Future" program to develop better partnerships between private industry and community colleges. "We want to make it easier to connect students looking for jobs with businesses looking to hire. We want to help community colleges and employers create programs that match curricula in the classroom with the needs of the boardrooms."
 
The attraction of this plan to middle-class families still struggling to dig out of the recession is twofold. Since folks are having a hard time saving money for their children's higher education, the notion of paying two years' worth of college bills instead of four is becoming an increasingly attractive option. And with jobs of any kind so scarce, Obama is highlighting the fact that having at least a two-year degree is better than no degree at all.

At a backyard event in Des Moines, Iowa, earlier this month, Obama called community colleges a "great pathway for young people" entering an uncertain job market.

"They may not go to four-year colleges right away, but the community college system can be just a terrific gateway for folks to get skills," said Obama. "Some start at a community college and then go on to four-year colleges. Some just get technical training, get a job and then come back maybe five years later to upgrade their skills or adapt them to a new business."

But not everyone is on board with the effort. Organizations like Kaplan, the University of Phoenix, and various for-profit colleges are lashing out at Obama's plan, charging that community colleges are being showered with too much presidential attention and federal aid at the expense of other institutions.
"They propose sweeping and arbitrary regulations against career colleges while turning a blind eye to the deep and intractable problems among community colleges," according to a written statement by The Coalition for Educational Success, which represents proprietary colleges and claims to serve more than 200,000 students at over 300 campuses in 33 states. "A look at the facts would suggest that the administration is attacking the wrong target and their proposed regulations would hurt the economy, jobs -- and most of all students."

The coalition said that by excluding career colleges, Obama is "unnecessarily shortchanging millions of students and a wide swath of the nation's future workforce."

It also charges that community colleges don't pump out as many graduates as the president is leading the public to believe, citing statistics showing that career colleges graduate 58 percent of their students, while community colleges graduate only 20 percent of their students.

Obama sharply disagrees, and in a time of austerity, he is trying to pump large sums of federal money to back up his talk. The health care legislation signed into law earlier this year included $2 billion to fund the Community College and Career Training initiative to try to improve graduation rates.

The 2009 stimulus bill also had $3.5 billion in Pell grants aimed at helping low-income students at hundreds of community colleges, according to White House officials, as well as $1 billion in workforce training programs at community colleges.

Taarifa hiyo imetolewa na Katibu Tawala Mkoa wa Iringa, Mama Gertrude Mpaka katika maadhimisho maalumu ya siku ya familia na UKIMWI mahala pa kazi kwa watumishi wa Ofisi ya Mkuu wa Mkoa wa Iringa yaliyofanyika katika viwanja vya ‘riverside campsite’ nje kidogo ya viunga vya Halmashauri ya wilaya ya Iringa.

Mama Mpaka amesema kuwa Mkoa wa Iringa uliandaa mpango mkakati wa miaka minne wa kudhibiti UKIMWI ukiwa na lengo la “kutoa elimu ya maambukizi ya VVU na UKIMWI kwa watumishi ili kulinda afya zao na familia zao na kupunguza unyanyapaa kwa wafanyakazi waishio na virusi vya UKIMWI”. Aidha ameongeza kuwa mkakati wa Mkoa unalenga pia kupunguza maambukizi na uwezekano wa maambukizi katika mahala pa kazi kwa manufaa ya wafanyakazi, familia na jamii kwa ujumla wake.

Katibu Tawala Mkoa amekumbusha kuwa Mkoa wa Iringa ndio unaoongoza kwa kiwango kikubwa cha maambukizi ya VVU na UKIMWI nchini ukilinganisha na mikoa mingine ambao unawastani wa asilimia 15.7 ya maambukizi. Aidha madhara ya janga hili ni makubwa sana katika sekta zote na ngazi ya familia na jamii kwa ujumla.

Alichukua fursa hiyo kuwataka watumishi hao kuzingatia mada zitakazofundishwa katika maadhimisho hayo ili yaweze kusaidia kupunguza kasi ya maambukizi ya VVU na UKIMWI na kuongeza nguvu kazi itakayoendeleza mkoa wa Iringa. Pia aliahidi kuongeza bajeti ya siku ya familia na mapambano dhidi ya UKIMWI mahapa pa kazi ili pamoja na mambo mengine ijumuishe na michezo ya bonanza toka kwa watumishi katika Ofisi ya Mkuu wa Mkoa wa Iringa.

Nae mratibu wa maadhimisho ya siku ya familia na mapambano dhidi ya UKIMWI mahala pa kazi mkoani, Samwel Nyagawa amesema kuwa mapambano dhidi ya UKIMWI mahala pa kazi ni eneo muhimu sana lililoainishwa katika mpango mkakati wa Mkoa wa niaka minne yaani 2008- 2012 wa kupambana na maambukizi ya UKIMWI unaomtaka kila mwajiri katika Mkoa wa Iringa kutenga muda ambao watumishi wake watakutana na kujadili kwa mapana jitihada za mapambano dhidi ya UKIMWI mahala pa kazi.

Wadau watakiwa kuliunga mkono jeshi la polisi Iringa

Serikali mkoani Iringa imewaomba wafanya biashara na wadau mbalimbali wa masuala ya amani kuliunga mkono jeshi la polisi na serikali katika jitihada za kupambana na uhalifu.

Ombi hilo limetolewa na Katibui Tawala Mkoa wa Iringa, mama Gertrude Mpaka aliyekuwa mgeni rasmi katika uzinduzi wa filamu ya msalaba wa maisha iliyoandaliwa na kikundi cha sanaa cha MUNDU kupitia polisi jamii/ ulinzi shirikishi uliofanyika katika ukumbi wa Highland manispaa ya Iringa.

Mama Mpaka amesema “napenda kuwaomba wafanyabiashara wote wa mkoa wa Iringa, wajitokeze kuunga mkono jeshi la polisi na serikali kwa ujumla katika mapambano na uhalifu wa aina yoyote”. Amesema jeshi la polisi baada ya kutoa elimu kupitia kitengo cha polisi jamii kwa njia ya redia, vipeperushi na mikutano, pia limeona ni vema kuwashirikisha vijana ili wapate ajira kupitia maigizo na filamu.

Katibu Tawala Mkoa ameyataja madhumuni ya filamu hiyo kuwa ni pamoja na kutoa elimu kwa wananchi hasa wakazi wa mkoa wa Iringa kutambua na kuachana na imani potofu zinazosababisha mauaji ya watu wenye ulemavu wa ngozi, watoto wachanga na vikongwe.  Aidha ametoa rai kwa makundi yote yanayojihusisha na tabia hizo potofu  na chafu na zinazokinzana na maadili ya jamii kuacha mara moja.
Amevitaka vyama vinavyotoa tiba asilia kufanya kazi zao kwa umakini pasi nakuingiza imani potofu na zinazojenga hofu katika jamii. Pamoja na mkoa wa Iringa kuwa na vyama viwili yaani chama cha waganga/wakunga wa tiba asilia Tanzania (CHAWATIATA) na chama cha waganga na wakunga wa jadi Iringa (C.W.W.I)  tatizo lipo pale nani atakuwa tayari kuwajibika pale yanapotokea mauaji. “serikali inawashauri kufanya kazi zao chini ya mwamvuli mmoja, ili serikali iweze kuwabana waganga wanaopiga ramli chonganishi na kuchukua hatua stahili”.

Kwa mujibu wa Katiba ya Jamhuri ya Muungano wa Tanzania ya mwaka 1977 toleo la 2005 suala la haki ya kuishi, ulinzi na usalama yamesisitizwa: Ibara:14. haki ya kuwa hai, “kila mtu anayo haki ya kuishi na kupata kutoka kwa jamii hifadhi ya maisha yake kwa mujibu wa sheria”. Ibara: 15. (1) kila mtu anayo haki ya kuwa huru na kuishi kama mtu huru”.

Mama Mpaka amesisitiza kila mwana Iringa na jamii kwa ujumla kuifuata Katiba ya Jamhuri ya Muungano wa Tanzania ambayo ndiyo sheria mama na kutokomeza aina zote za uhalifu katika jamii. Amesisitiza kuwa jukumu la kuwalinda walemavu wa ngozi, watoto wachanga na vikongwe ni la jamii nzima na si la kuliachia jeshi la polisi pekee.

Mparaganyiko wa kijamii chanzo cha watoto wanaoishi katika mazingira magunu 

Matokeo ya umasikini, mparaganyiko wa kijamii na madhara ya ugonjwa wa ukimwi ndiyo vichochezi vikubwa vya watoto wanaoishi katika mazingira hatarishi katika miaka ya hivi karibuni imefahamishwa.

Hayo yamesemwa na Katibu Tawala Mkoa wa Iringa, mama Gertrude Mpaka wakati akifungua warsha ya siku tano ya watoto wanaoishi katika mazingira magumu iliyofanyika katika hoteli ya Wilolesi Hill Top katika Manispaa ya Iringa.

Mama Mpaka amesema mazingira haya ya umasikini na mparaganyiko wa kijamii unawaathiri kwa kiwango kikubwa watoto kuweza kupata haki zao za msingi kama vile uangalizi wa karibu, msaada na kulindwa. Aidha ameongeza kuwa mazingira hayo yamechangiwa pia na utaratibu wa asilia wa familia na jamii kuweza kuwachukua baadhi ya watoto na kuwalea unaendelea kutoweka kutokana na sababu za kijamii na kiuchumi kama umasikini uliokithiri na ugonjwa wa ukimwi. 

Kutokana na kadhia hiyo Katibu Tawala Mkoa ameyataja makundi yanayoathirika zaidi ni wanawake, vijana, na watoto kwa umasikini pamoja na sababu nyingine. Mathila hayona ukubwa wa tatizo unajidhihirisha katika familia, jamii na sekta mbalimbali katika mkoa wa Iringa. Amesema kuwa watu wengi wanapoteza maisha na kuacha idadi kubwa ya yatima na watoto wanaoishi katika mazingira hatarishi. Aidha mkoa wa Iringa unakadiriwa kuwa na watoto wanaoishi katika mazingira hatarishi wapatao 67,998, miongoni mwao wasichana ni 35,068 na wavulana ni 32,930. Kati yao asilimia 29 ni yatima.

Mama Mpaka amesema kutokana na tatizo la umasikini katika mkoa wa iringa changamoto iliyopo ni uwezo wa kutoa huduma stahili kwa watoto zitakazoweza kuboresha maisha yao. Amesema kuwa watoto wanahitaji afya, elimu, makazi, usalama, chakula na msaada wa kisaikolojia kwa ajili ya ustawi wao.

Warsha hiyo ya siku tano imeandaliwa na shirika la ESRF kwa kushirikiana na UNICEF na imewahusisha maafisa maendeleo ya jamii wa Halmashauri, mkoa na wadau mbalimbali.

Amani na Utulivu kazi ya matokeo ya CCM
Mgombea urais akumbusha amani na utulivu watanzania wanaojivunia leo hii ni matokeo ya sera nzuri za chama cha mapinduzi zisizolenga ubaguzi wa aina yoyote kwa raia wake imeelezwa.
Kauli hiyo imeelezwa na mgombea urais wa Jamhuri ya Muungano wa Tanzania, kwa tiketi ya chama cha mapinduzi (CCM) Jakaya Kikwete katika uwanja wa Samora mjini Iringa.
Kikwete amesema “sema nzuri za chama cha mapinduzi zisizobagua raia wake hali zao, rangi, dini, kabila, ndiyo misingi ya amani tuliyonayo”. Ameongeza kuwa CCM ni waaminifu na wakiahidi wanatekeleza na yote ya msingi waliyoahidi wameyatekeleza isipokuwa kidogo sana.

Akizungumzia changamoto za elimu, mgombea urais wa CCM amesema serikali imejipanga kukabiliana na upungufu wa waalimu, maabara, vitabu na nyumba za walimu. Amesema kuwa serikali ya awamu ya nne imeamua kujenga chuo kikuu cha Dodoma na kitakapokamilika kitadahili wanafunzi 40,000 na kati yao 15,000 ni waalimu. Mkakati mwingine wa kuongeza waalimu ameutaja kuwa ni kuviomba vyuo binafsi kuongeza udahili wa wanafunzi wa fani ya ualimu nchini na pindi wanapohitimu serikali itawaajiri. Kikwete amesema kuwa kila shule ya sekondari itapata walimu wasiopungua watano. Mkakati mwingine katika elimu ameutaja kuwa ni kujenga uwezo wa ndani ili kuchapisha vitabu ndani ya nchi. Akizungumzia wafadhili wan je katika elimu amesema kuwa tayari Tanzania imepata vitabu 800,000 toka nchini Marekani na vingine 2,400,000 vipo njiani kufikia mwezi Februari, 2011.
Mgombea huyo urais kupitia tiketi ya CCM amesema lengo la serikali yake ni kuhakikisha kila mwanafunzi anakuwa na kitabu chake cha hisabati, phisikia, chemia na biolojia ifikapo mwaka 2011/ 2012.
Naye mgombea ubunge wa jimbo la Iringa Mjini kwa tiketi ya chama cha mapinduzi, Monica Ngenzi Mbega akielezea mafanikio ya serikali ya awamu ya nne katika utekelezaji wa Ilani ya CCM amesema kuwa wakazi wa Manispaa ya Iringa wananufaika na mtandao wa maji kwa asilimia 95 mwaka 2010 ukilinganisha na asilimia 72 mwaka 2005.
Kwa upande wa elimu Mbega amesema kuwa shule za sekondari zimeongezwa kutoka shule 5 (2005) hadi shule 13 (2010) sambamba na wanafunzi wanaomaliza kutoka 930(2005) hadi 14,970 (2010).
Uwanja wa Samora ulirindima kwa shangwe pale alipopanda jukwaani aliyekuwa mshindi katika kura za maoni kupitia chama cha mapinduzi na kuenguliwa Fredrick Mwakalebela alipopanda jukwaani na kutangaza rasmi kuvunja kundi lake na kutangaza kumuunga mkono mgombea ubunge wa jimbo la Iringa Mjini, Monica Mbega “kwa sasa naelekeza nguvu zote kwa Monica Mbega kama mgombea ubunge, madiwani wote na mgombea urais wa CCM”. Mwakalebela alichukua nafasi hiyo kuwaasa wanasiasa waotumia jina lake jukwaani kumsikitikia na kusema waache mara moja na wasimtumie kama sera yao.
Mgombea urais wa Jamhuri ya Muungano kupitia chama cha mapinduzi yupo mkoani Iringa katika ziara ya siku nne ya kampeni za urais, ubunge na udiwani.

Maziwa ya mama hujenga mahusiano kati ya mama na mwana

Maziwa ya mama ndiyo chakula pekee na cha asili kinachompa mtoto afya na nguvu na kinasaidia kujenga uhusiano mwema baina ya mamam na mtoto imeelezwa.

Kauli hiyo imetolewa na Afisa Muuguzi wa Hospitali ya Mkoa wa Iringa, Aida Kapwani wakati akiwafundisha akina mama waliohudhuria kliniki ya watoto wachanga mada ya afya ya mama na mtoto katika hospitali ya mkoa wa Iringa leo.

Kapwani amesema “kitendo cha mama kunyonyesha mtoto wake maziwa ya mama kinamfanya mtoto awe na afya njema na nguvu sababu maziwa ya mama ni chakula kamili na cha asili kwa mtoto mchanga”. Ameongeza kuwa unyonyeshaji wa maziwa ya mama unamjenga mtoto kisaikolojia na kuuisha uhusiano baina ya mama na mtoto.

Kapwani amesisitiza kuwa pasina sababu yoyote au maelekezo yoyote toka kwa daktari ni lazima mtoto anyonye maziwa ya mama pekee kwa kipindi chote cha miezi sita mfululizo bila kuchanganya na kitu chochote. Amesema “maziwa ya mama ni chakula kamili na kinywaji cha kwanza kwa mtoto mchanga”.

Akielezea faida za maziwa ya mama kwa mtoto mchanga, Kapwani amesema kuwa yanamuondolea mtoto hatari ya kushambuliwa na magonjwa kama vile utapiamlo, kuhara, kutapika na kudumaa. Faida nyingine ameitaja kuwa ni mtoto kupata virutubisho vyote stahili vya mwilini. Aidha ameongeza kuwa faida nyingine ya mama kunyonyesha mtoto maziwa ya mama kunamuwezesha mama kutopata upungufu wa damu na maambukizi ya virusi vya ukimwi.

Katika darasa la kliniki hiyo lililohudhuriwa na akina mama zaidi ya hamsini, Kapwani alikatishwa taa na ushiriki na muitikio wa akina baba katika elimu ya afya ya mama na mtoto ikiwa ni pamoja na kuhudhuria kliniki. Aidha alichukua fursa hiyo kuwapongeza akina baba wawili aliohudhuria darasa la klini hiyo na kutoa wito kwa akina baba wote kuwasindikiza wake zao pindi wanapoenda klinini na kupatiwa mafunzo ya afya ya uzazi wa mama na mtoto.

Mkoa wa Iringa ni miongoni mwa mikoa ambayo akina baba wanamuitikio hafifu sana wa kuhudhuria kliniki ya afya ya uzazi wa mama na mtoto.

‘IRINGA YATAKIWA KUWA KINARA KATI YA MIKOA 6’

Mkoa wa Iringa umetakiwa kuwa kinara kwa mafanikio kati ya mikoa sita inayotekeleza mradi wa kuimarisha minyororo ya thamani kwa mazao (MUVI).


Rai hiyo imetolewa na Katibu Tawala Mkoa wa Iringa, Gertrude Mpaka katika hotuba yake ya ufunguzi wa warsha ya kuandaa mpango wa uwekezaji katika mradi wa kuimarisha minyororo ya thamani kwa mazao ya Alizeti na Nyanya iliyofanyika katika ukumbi wa chuo cha ufundi stadi (VETA).


Mpaka amesema “Iringa lazima tuwe wa kwanza kwa mafanikio kati ya mikoa sita inayotekeleza mradi wa MUVI”. Ameitaja mikoa inayotekeleza mradi wa MUVI kuwa ni Ruvuma, Pwani, Tanga, Manyara, Mwanza na Iringa yenyewe. Ameongeza kuwa ili kufanikiwa lengo hilo la kuwa wa kwanza kimafanikio lazima wadau wote wanaohusika na utekelezaji wa mradi huo kufanya kazi kama timu moja.


Katibu Tawala huyo wa Mkoa amesema kuwa upande wa serikali ya mkoa itahakikisha inatoa mchango na usimamizi wote unaohitajika kama ilivyo kawaida ya mkoa kuwa karibu na kushirikiana na wadau wake wa maendeleo. Aidha amewataka wakurugenzi na wadau wote kuhakikisha kuwa mradi wa MUVI unaoanishwa na mipango ya wilaya kama DADPs kadri itakavyowezekana kuanzia mwaka wa fedha 2011/2012.


Aidha amewataka wakulima kutambua kuwa wao ndio walengwa wakuu wa mradi hivyo wazaleshe kibiashara ili waweze kujikomboa kiuchumi. Amesisitiza kuwa mradi hauji kugawa fedha bali ni kuwajengea uwezo kiutaalamu na kuwaunganisha pamoja ili kuangalia maslahi yao kwa upana zaidi.


Ametumia warsha hiyo kuwaomba washiriki wote kushiriki kikamilifu na kuibua masuala yote ya msingi na kuyatengenezea mkakati, rasilimali na muda wa utekelezaji.


Kwa mujibu wa taarifa za maendeleo ya kilimo ya mkoa na FAO mkoa wa Iringa unazalisha zaidi ya asilimia 70% ya nyanya zinazozalishwa nchini Tanzania. Mkoa pia unaviwanda viwili vikubwa vya kusindika nyanya vyenye uwezo wa kusindika tani 15 kwa siku. Mkoa wa Iringa unazalisha zaidi ya tani 18,000 za mbegu za alizeti kwa mwaka.


Warsha hiyo imeandaliwa na SIDO na MUVI na imewaleta pamoja wadau muhimu ili kuamua kwa pamoja ufanisi wa minyororo ya mazao ya alizeti na nyanya mkoani Iringa.

Nahuala, Guatemala (CNN) -- Officials say about 40 people were buried in two landslides here. Four of them were Carlos Coti's family members.


"They left behind 20 orphans, because each one had four, five or six children they left behind," he said.


The first landslide knocked a number of vehicles and a bus off the road. When nearby residents rushed to the scene to help, a second mudslide crashed down on the same spot, the nation's disaster agency said.


Constant rains have forced rescue crews to stop and restart their searches for the missing, as anxious family members look on.


Disaster officials report that torrential rains and landslides have left at least 44 dead, 56 injured and 16 missing. On Monday, President Alvaro Colom declared three days of national mourning.

"The firefighters and rescue teams are working with the government's equipment so that we can come out of this human tragedy," Colom said as he visited one landslide site.


Around 11,500 residents have been evacuated and 9,000 have taken refuge in shelters, the nation's disaster agency said. More than 43,000 people are at risk from the punishing rain, said to be the strongest in 60 years.


Over the weekend, authorities closed parts of the Inter-American Highway after rains washed out sections of the road and caused at least two accidents.


Thousands of homes, in addition to infrastructure and fields of crops, also were damaged by the heavy rains.


The torrential downpours come several months after more than 150 people died when Tropical Storm Agatha hit Guatemala in May.


Destruction from that storm was widespread throughout the nation, with mudslides destroying homes and buildings and burying some victims. At least nine rivers had dramatically higher levels and 13 bridges collapsed, Guatemala's emergency services agency said.


The May downpours created a sinkhole the size of a street intersection in northern Guatemala City. Residents told CNN that a three-story building and a house fell into the hole.

BEIJING – China's monster traffic jam has reared its head again, with trucks and cars backed up for up to 18 miles (30 kilometers) Saturday on a highway north of Beijing, although that is a third the size of what it was.

The traffic jam came four days after the break-up of an even bigger one — stretching to 60 miles (100 kilometers) at one point.

State media said the latest jam on the Beijing-Tibet highway was caused by an accident and road maintenance.

The worst of the jam started in Zhangjiakou, a city about 90 miles (150 kilometers) northwest of Beijing, and stretched into Inner Mongolia in northern China, with traffic creeping along in fits and starts.

A woman who answered the phone at the Beijing traffic management office said drivers should not take the highway. "The traffic flow is very slow," said the woman, who refused to give her name.

Traffic jams are part of daily life in China's major cities, with vehicles moving at a crawl in parts of Beijing for most of the day.

In the last traffic jam on the Beijing-Tibet highway, which started Aug. 14 and lasted about 10 days, state media said some drivers were stuck for five days with drivers on the worst-hit stretches passing the time sitting in the shade of their immobilized trucks, playing cards, sleeping on the asphalt or bargaining with price-gouging food vendors.

A bottle of water was selling for 10 yuan ($1.50), 10 times the normal price, Chinese media reports said.

The main reason traffic has increased on the partially four-lane highway is the opening of coal mines in the northwest, vital for the booming economy, which this month surpassed Japan's in size and is now second only to America's.

Officials eased the first jam by directing truckers to take a 180-mile-long (300-kilometer-long) detour, the China Daily said.

It quoted one truck driver, Lu Yong, who was stuck in both jams, as saying he should have prepared some food this time. "Who knows when the traffic will move again?" said the 37-year-old, who was stranded for two nights in the last jam at almost the same location.

A woman at the Inner Mongolian traffic management office said it may take several days to ease the latest jam. "Please do not drive on this expressway," said the official, who also would not give her name.

wanafunzi 45,104 kufanya mtihani wa darasa la Saba Iringa

Jumla ya wanafunzi 45,104 wanatarajiwa kufanya mtihani wa kumaliza elimu ya msingi (PSLE) mwaka huu 2010 mkoa ni Iringa imeelezwa.

Takwimu hizo zimetolewa na Afisa Elimu –Taaluma wa mkoa wa Iringa, Ndg. Leonard Msigwa katika mahojiano maalumu na mwandishi wa habari hii ofisini kwake leo.


Ndg. Msigwa amesema “wanafunzi wanaotarajia kumaliza elimu ya msingi katika mkoa wa Iringa jumla yao ni 45,104”. Ameongeza kuwa kati yao wasichana ni 23,620 na wavulana ni 21,484.


Afisa Elimu taaluma amesema kuwa mkoa unao wanafunzi wasioona 13 wanaotumia maandishi ya vinundu na kati yao 8 ni wavulana na 5 ni wasichana. Amezitaja shule wanazosoma kuwa ni shule ya msingi Mwaya katika Halmashauri ya Wilaya ya Kilolo (wanafunzi 3) na Halmashauri ya Wilaya ya Mufindi (wanafunzi 10). Aidha ameongeza kuwa mkoa unao wanafunzi wenye uoni hafifu 20 katika shule 8 tofauti na kati yao wasichana ni 10 na wavulana ni 10. ameongeza kuwa Halmashauri ya Manispaa ina shule 3 zenye wanafunzi (13), Halmashauri ya Wilaya ya Makete wanashule 2 zenye wanafunzi (4), Halmashauri ya Wilaya ya Mufindi wanashule 2 zenye wananfunzi (2) na Njombe Mji wanashule 1 yenye mwanafunzi (1).


Kwa upande wa maandalizi amesema kuwa maandalizi yote yamekamilika na kusema “mitihani yote imekamilika kadri ya mahitaji na kuna ziada ya bahasha zaidi ya 70 kwa kila somo”. Aidha zoezi la kusambaza mitihani hiyo kwa kila Halmashauri limekamilika jana jioni.


Ndg. Msigwa ameongeza kuwa elimu imetolewa kwa maafisa elimu wa wilaya zote za mkoa wa Iringa na kuapishwa kwa Maafisa Elimu msingi, Maafisa Elimu sekondari na wataaluma wote wa msingi na sekondari juu ya kutunza mitihani, pia wasimamizi watakao kuwa madarasani wote wataapishwa.


Kuhusu wizi na uvujaji wa mihihani amesema kuwa umefanyika mchakato makini wa kuwapata watu waadilifu kwa kushirikiana na usalama wa taifa na makamanda wa polisi wa wilaya zote. “Wasimamizi wazembe wote wamezuiliwa kusimamia sababu kumbukumbu zao zipo wazi” amesisitiza.


Mkoa wa Iringa una jumla ya shule za msingi 850 na mtihani wa kumaliza elimu ya msingi (PSLE) mwaka 2010 utaanza tarehe 6 Septemba, 2010 kwa masomo ya Sayansi, Hisabati na Kiswahili na kuendelea siku ta tarehe 7 Septemba, 2010 kwa masomo ya Kiingeleza na Maarifa ya Jamii.

Mama Mpaka asisitiza elimu kwa wapiga kura pasina itikadi za kisiasa

Katibu Tawala Mkoa wa Iringa amekitaka chuo kikuu cha Tumaini Iringa kutoa elimu ya manufaa kwa wapiga kura pasipo kuingiza itikadi zinazolenga upande fulani wa chama chochote cha siasa.

Kauli hiyo ameitoa wakati akifungua warsha ya siku moja ya elimu ya mpiga kura kwa wilaya ya Iringa iliyofanyika katika ukumbi wa chuo cha ushirika tawi la Iringa.

Katibu Tawala Mkoa wa Iringa, mama Gertrude Mpaka amesema “nawakata mtoe elimu ya manufaa kwa wapiga kura bila kuingiza itikadi zinazoelekea upande fulani wa chana chochote”. Ameongeza kwa kuwataka wafundishe mambo yote kwa mujibu wa mada zilizopitishwa na Tume ya Taifa ya Uchaguzi (NEC) na si vinginevyo.

Mama Mpaka amesisitiza kuwa elimu kwa wapiga kura ni muhimu sana kwa wananchi wote hasa waishio vijijini kwa sababu wananchi wengu wa vijijini hudanganywa wasichiriki katika uchaguzi. Aidha ameongeza kuwa elimu hiyo itawasaidia wananchi wengi kutokushawishiwa kuuza shahada zao za kupigia kura wala kushawishiwa kushiriki kuleta fujo wakati wa kampeni au uchaguzi na kufanya hivyo ni kinyume na sheria.

Katibu Tawala huyo wa mkoa wa Iringa amewataka wananchi wa Mkoa wa Iringa kutunza kadi zao za kupiga kura kama mboni ya jicho. Amesema “kadi hii inakupa utu, inakupa haki ya kumchagua kiongozi, unayemtaka na unayeona anafaa kuwa kiongozi”. Aidha amechukua nafasi hiyo kuwataka wananchi wa Iringa ifikapo tarehe 31 Oktoba, 2010 kwenda kupiga kura.

Amewataka waandaaji wa warsha hiyo kuwaeleza wananchi kuwa kila raia anayo haki ya kuchagua, kuchaguliwa na kusikilizwa anapotoa maoni yake kwa mujibu wa Katiba ya Jamhuri ya Muungano wa Tanzania. Aidha amewataka wananchi kujitokeza kwa wingi katika kampeni kusikiliza sera za wagombea ili kuwa na uelewa mpana wa sera na ilani za wagombea wate wa nafasi za uongozi.

Mama Mpaka amewakumbusha watumishi wa umma kuzingatia Waraka waMkuu wa Utumishi wa Umma Na. 1 wa mwaka 2000 unaohusu maadili ya watumishi wa umma katika mfumo wa vyama vingi vya siasa kuwa unawataka watumishi wa umma kutojihusisha na siasa mahali pa kazi.

Amewataka washiriki wa warsha hiyo kuzingatia mafundisho watakayoyapa na kwenda kuwafundisha wengine kwa usahihi mkubwa bila upotoshaji wa makusudi. Amekumbusha kuwa serikali imekemea vitendo vyovyote vya rushwa wakati wa uchaguzi na kuwataka wawe wasimamiaji wa sera na sheria za taifa zenye kudhibiti vitendo hivyo.

Warsha hiyo imeandaliwa na chuo kikuu cha Tumaini- Iringa baada ya kushinda tenda ya shirika la maendeleo la umoja wa mataifa (UNDP) inayosimamiwa na shirika la DELOITTE. Warsha hiyo inawahusisha maafisa watendaji wa kata za Kalenga, Nzihi, Ulanda, Mseke, Nduli, Nyang’oro na Kihorogota. Wengine ni walimu wa masomo ya uraia na waandishi wa habari kwa uwiano wa kijinsia.

RAS Iringa awaweka sawa watumishi wake

Wafanyakazi wa Ofisi ya Mkuu wa Mkoa wa Iringa wametakiwa kuchukua tahadhari na jitihada za dhidi ya majanga ya moto yanayoweza kujitokeza katika ofisi hiyo.

Tahadhali hiyo imetolewa na Katibu Tawala wa Mkoa huo, Gertrude Mpaka katika kikao baina yake na wafanyakazi wote wa ofisi yake kilichofanyika leo katika ukumbi wa RAS.

Mpaka amesema “nimewaita hapa ili tuelezane na kuchukua hatua za tahadhari katika ofisi zetu na matumizi sahihi ya vifaa vinavyotumia umeme ili moto usitokee na kuunguza ofisi”. Ameongeza kuwa kila mfanyakazi lazima ahakikishe anazima vifaa vyote vya umeme pindi amalizapo kazi na kutenganisha kebo za umeme na soketi za ukutani. Aidha amesisitiza kuwa kikao hicho anakipa umuhimu mkubwa japokuwa ofisi yake imekuwa ikiwakumbusha mara kwa mara wafanyakazi wake kuchukua tahadhari na matumizi sahihi vya vifaa vya moto.

Akiongelea hali ya usalama katika ofisi ya Mkuu wa Mkoa wa Iringa, Mwangalizi wa Ofisi, Avelyne Ngonyani, amesema kuwa hali ya usalama katika ofisi hiyo ni ya kuridhika baada ya kujiwekea mikakati kadha wa kadha ya kuimarisha usalama. Ngonyani amechukua nafasi hiyo kuwakumbusha wafanyakazi wote kuwa lazima funguo zote za ofisi zihifadhiwe katika ‘combination locks’. Ameongeza kuwa katika kuimarisha usalama kila mfanyakazi lazima asaini kitabu cha mahudhuria pindi aingiapo ofisini na baada ya muda wa kazi pia.

Akichangia katika usalama wa ofisi ya Mkuu wa Mkoa, Katibu Tawala Msaidizi, Sehemu ya Utawala na Rasilimali watu, Barnabas Ndunguru amesisitiza kuwa funguo za ofisi ni nyaraka za serikali na ni kosa kwa mfanyakazi yeyote kuondoka na funguo hizo. Aidha amesisitiza kuwa endapo mfanyakazi atahitaji kufanya hivyo au kuendelea na kazi baada ya muda wa kazi basi hanabudi kuomba kibali kutoka kwa mkuu wa utawala ofisini hapo.

Katibu Tawala Mkoa pia amegusia kuwa nchi ipo katika kampeni za uchaguzi mkuu unaotarajiwa kufanyika Oktoba 31, 2010 na kusisitiza kuwa “joto la kampeni za uchaguzi limeanza, hivyo wafanyakazi hatutakiwa kushabikia siaka katika ofisi za umma na katika muda wa kazi japokuwa tuna vyama vya siasa”. Mpaka amechukua nafasi hiyo kuwatakia maandalizi mema ya uchaguzi mkuu na kuwataka wafanyakazi wote wajitokeze kupiga kura.


Baadhi ya wafanyakazi wa ofisi ya RAS Iringa wakimsikiliza RAS wao leo
