After a first half dominated by FC Barcelona, capped off by a late Lionel Messi goal, Arsenal FC appeared as if they had their work cut out for them in the second half. The Blaugranas were in control of their UEFA Champions League tie, but a huge Barca mistake made things very interesting, very quickly.

In the 52nd minute, Sergio Busquets scored an own goal to level the match at 1-1 on the day, giving Arsenal a 3-2 advantage on aggregate. On a corner kick, a lunging Johan Djourou missed a ball that fell to a cluster of three Barcelona defenders, with no Arsenal player challenging. Despite this, Busquets attempted a risky clearance and headed the ball straight into the back of the net, almost as if he was trying to score. The announcers, the home crowd, and even the Arsenal players were left stunned.

It appeared that Barcelona were going to respond instantly, but Manuel Almunia made his first of many brilliant saves of the second half in the 53rd minute. As David Villa surged into the box onto a through ball, Almunia rushed out and made a stop, taking an accidental kick to the face from Djourou in the process.
The 55th minute saw the true turning point in the match, and it was an extremely controversial one. Robin Van Persie, running onto a through ball, was flagged for offside. However, he was unaware of the flag and failed to hear the whistle over the Camp Nou crowd. Van Persie took a shot, which the referee declared to be time wasting, and showed Van Persie a second yellow card to take Arsenal down to ten men. Replays show that under two seconds elapsed between the whistle and Van Persie taking his shot.

At this point, with no defending to worry about, Barcelona amped up the pressure and begin to dominate the game to an even more extreme extent than they did in the first 55 minutes. Almunia made yet another brilliant save in the 57th, once again denying David Villa. He would make another incredible save, again on Villa, in the 67th minute.

The goal that was always coming was scored in the 68th minute, and this time, Almunia had absolutely no chance to do anything about it. Villa played a brilliant give and go in the center of the pitch, eventually resulting in Xavi having the ball at his feet in the center of the box. The central midfielder finished calmly, and Barcelona had their aggregate equalizer. After 68 minutes, the teams were level at 3-3 with one away goal each.

Arsenal could only hold on to a level tie for another three minutes, as their fate would be all but sealed in the 71st minute. With Pedro making a surging run into the box with the ball, he was taken down by Laurent Koscielny, leading the referee to grant a penalty to the Blaugranas. It was a stone cold penalty and a no-brainer for the official. Lionel Messi stepped up and converted, and Barcelona had their lead.

It looked from then on like Arsenal had no change to come back and that Barcelona would expand their lead, but going into the 87th minute, the score still stood at 4-3 on aggregate. In the moment of the match, Adriano gave the ball away to Jack Wilshere in his own half. Wilshere ran forward with the ball and played a fantastic centering pass into the path of substitute Nicolas Bendtner, who had every opportunity to score. Instead, the Dane took a terrible first touch, allowing Daniel Alves to push him off the ball and Victor Valdes to jump on top of it. It could have been the winner and the defining goal of the season for Arsenal, but instead, Bendtner's miss put a pit in the stomach of Arsenal supporters.

The match would end with a 3-1 Barcelona win, giving them a 4-3 win on aggregate. Though Bendtner should have scored to put Arsenal through, that result would have been extremely harsh on a dominant Barcelona team. They managed 76% possession to Arsenal's 24%, 717 completed passes to Arsenal's 195, and amazingly, 20 shots to Arsenal's zero.

Serikali imewekeza zaidi ya shilingi Bilioni 21 kwa lengo la kuboresha sekta ya kilimo ili kiwe chenye tija na kuchangia zaidi katika pato la taifa mkoani Iringa.

Kauli hiyo imetolewa na Kaimu Mkuu wa Mkoa wa Iringa, Kanali Mstaafu, Issa (RCC) kilichofanyika katika ukumbi wa Siasa ni Kilimo.
Kanali Machibya amesema “Mkoa wa Iringa umepokea vocha za pembejeo za kilimo mbegu bora, mbolea ya kupandia na kukuzia zenye thamani ya shilingi Bilioni 21.6”. Ameelezea lengo la serikali kuwa ni kuboresha kilimo ili kiwe cha kisasa na chenye tija ili kichangie zaidi katika pato la Taifa.

Machibya hakusita kukemea vikali ukiukwaji wa taratibu na maadili katika zoezi la usambazaji wa vocha za pembejeo hali inayosababisha ucheleweshaji wa kilimo. Aidha, amewataka watendaji wote kuwajibika katika usimamizi na uratibu ili kuhakikisha wizi wa vocha za mbolea na mbegu na ukiukwaji wa tarabitu vitokomee.

Akielezea Mkoa ulivyojipanga kukabiliana na changamoto hizo, Katibu Tawala Msaidizi, Sehemu ya Sekta ya Uzalishaji Mali wa Sekretarieti ya Mkoa, Adam Swai amesema kuwa Wilaya zimeagiza wataalam wa kilimo katika ngazi zote kufuatilia zoezi la vocha pindi wanapofuatilia shughuli mbalimbali za kilimo vijijini.

Ameutaja mkakati mwingine kuwa ni muongozo wa utaratibu wa usambazaji wa ruzuku umefikishwa katika Halmashauri zote na waratibu wa pembejeo ngazi ya Mkoa na Halmashauri wametoa mfumo madhubuti wa mawasiliano ili kurahisisha uratibu wa zoezi hilo.  

Mkoa wa Iringa ni miongoni mwa mikoa 20 (wilaya 87) inayotekeleza mpango wa Taifa wa kutoa ruzuku za pembejeo za kilimo yaani mbegu bora, mbolea ya kupandia na kukuzia. Aidha, mkoa una jumla ya 514 wanaosambaza pembejeo za kilimo. Vocha za ruzuku ya pembejeo za kilimo zilizotolewa na Serikali kwa mkoa wa Iringa ni vocha za kutosha Kaya 336,635 (sawa na vocha 1,009,905 kwa ujumla wa nakala moja moja ya vocha) na vocha hizi zinatosheleza ekari 336,635 kwa kufuata mwongozo wa ruzuku ya mbolea ya kupandia, mbegu na mbolea ya kukuzia kwa ekari moja kila mkulima.

Halmashauri za Mkoa wa Iringa zimetakiwa kutoa kipaumbele katika shughuli za uboreshaji wa usafi wa mazingira kwa kuongeza ajira na bajeti isiyo chini ya asilimia 30 ya bajeti ya afya.

Kauli hiyo imetolewa na Afisa Afya wa Sekretarieti ya Mkoa wa Iringa, Theophil Likangaga wakati akiwasilisha mada juu ya Tuzo mashindano ya Afya na usafi wa Mazingira katika Kikao cha Kamati ya Ushauri ya Mkoa (RCC) kilichofanyika katika ukumbi wa SIasa ni Kilimo uliopo katika Halmashauri ya Wilaya ya Iringa.

Katika kufikia mafanikio endelevu ya usafi wa wa mazingira katika Mkoa wa Iringa ni vizuri kwa “uongozi wa Halmashauri zote za Mkoa wa Iringa kutoa kipaumbele katika shughuli za uboreshaji wa usafi wa mazingira kwa kuongeza ajira na bajeti angalau isiwe chini ya asilimia 30 ya bajeti yote ya idara ya Afya” alisisitiza Likangaga.

Aidha, alizisisitiza Halmashauri kuifanyia marekebisho mipango mikakati yao ya udhibiti wa taka ngumu na taka maji. Akiongelea changamoto zilizopo katika Afya na Usafi wa Mazingira, Afisa Afya huyo alizitaja kuwa ni pamoja na upungufu wa watumishi hasa maafisa Afya akitolea takwimu kuwa Katika Halmashauri za Mkoa wa Iringa zinaupungufu unaofikia asilimia 50 ya mahitaji. Changamoto nyingine ameitaja kuwa ni bajeti ndogo inayotengwa kwa shughuli za usafi wa mazingira ambapo Halmashauri ya Manispaa ya Iringa ndiyo yenye bajeti ya asilimia 30 na Halmashauri nyingine zikiwa zimetenga chini ya asilimia 15. Changamoto nyingine ameitaja kuwa ni ongezeko la ujenzo holela wa makazi ya watu ambao hauendani na Sera ya Mipango Miji na kuifanya sekya ya Afya kushindwa kutoa huduma kamilifu katika maeneo yao.

Likangaga alizipongeza Halmashauri zilizoshinda katika mashindano hayo kitaifa na kuzitaja kuwa Manispaa ya Iringa ilikuwa mshindi wa pili kwa miaka mitatu mfululizo tokea mwaka 2008-2010. Mwaka 2010 Halmashauri tatu zilishiriki ambapo Njombe Mji ilikuwa mshindi wa kwanza, Halmashauri ya Wilaya Njombe mshindi wa kwanza na Manispaa ya Iringa mshindi wa pili.

Mashindano haya yalianza mwaka 2003 ambapo Halmashauri za Manispaa 12 na Jiji moja zilishiriki kama njia mojawapo ya kuhamasisha jamii juu ya umuhimu wa kuimarisha shughuli za usafi wa mazingira. Aidha, kuanzia mwaka 2005 mashindano haya yamekuwa yakijumuisha Halmashauri zote nchini.

Dirk Kuyt netted a superb hat-trick as a rampant Liverpool defeated Manchester United 3-1 on Sunday afternoon.
The Dutch forward became the first Reds player to complete a treble in the fixture since Peter Beardsley back in 1990 as Kenny Dalglish's men put their old rivals to the sword.

The hosts dominated throughout a fiery clash in L4 and they took the lead on 35 minutes when Kuyt touched home from close range after some sublime approach play by Luis Suarez.

The No.18 was revelling in his role alongside the Uruguayan and doubled his tally just moments later when he took advantage of a Nani error to thump a header beyond Edwin Van der Sar.

The Reds maintained control of the proceedings after the interval and Kuyt capped what will go down as a career highlight when he showed great awareness to follow up Suarez's free-kick and fire in the rebound following a fumble from the United stopper.

The visitors did pull a goal back through substitute Javier Hernandez deep into stoppage time but it was a mere consolation on a day that belonged to the red half of Merseyside.

The victory means Liverpool move back into sixth place in the Barclays Premier League standings, six points adrift of Chelsea.

Ahead of one of English football's most anticipated encounters Dalglish made two changes from the side that lost at West Ham.

In came Fabio Aurelio at left-back while Maxi Rodriguez was tasked with patrolling the wide berth just in front of the Brazilian.

A buzz reverberated around Anfield as the news filtered through that record signing Andy Carroll was on the bench and Kopites would have also been relishing another chance to see Suarez from the start.

In the lead up to the match the Uruguayan had spoken of his desire to score against the Red Devils and he could have realised his dream inside two minutes.

A low ball into the box from Raul Meireles weaved its way into the No.7's path but his first touch failed him and Edwin Van der Sar was able to collect.
The Reds certainly had the edge in the early stages and after Maxi Rodriguez dragged a 20 yarder off target Suarez had another effort on goal - but this time he volleyed high into the
Anfield Road
end.


As the half wore on the visitors began to settle and Dimitar Berbatov came within a whisker of opening the scoring with a curling volley that clipped the outside of Pepe Reina's right-hand post.

It was shaping into an enjoyable contest for the spectator and the hosts continued to ask questions of United's makeshift central defensive partnership of Wes Brown and Chris Smalling.

A searching ball from the right by Maxi Rodriguez found the well-timed run of Raul Meireles who looped a header back across goal that Kuyt came within inches of touching beyond Van der Sar.

Dalglish would have been more than happy by what he had seen from his side in the opening 20 minutes but he was forced to make a change soon after when Fabio Aurelio pulled up with a muscle injury.

It resulted in a defensive reshuffle that saw Glen Johnson move to left-back, with Jamie Carragher on the right and Sotirios Kyrgiakos coming off the bench to partner Martin Skrtel in the centre.

It wasn't the ideal scenario for the Reds and they were almost undone just seconds after the substitution as Meireles hacked a Brown header off the line following a left-wing corner.

The arrival of the Greek did add an extra dimension to Liverpool's set piece threat however, and it was his aerial presence that caused the panic in United's defence that led to a free-kick in a dangerous position on 32 minutes.
Both Suarez and Steven Gerrard sized up the opportunity before the Uruguayan teed his skipper up to guide a cheeky, low effort towards goal that was fortuitously deflected to safety.

The energy and endeavour of Liverpool's new No.7 has made him an instant Kop favourite and he further enhanced his reputation on 35 minutes when he created the opening goal.

The former Ajax man picked the ball up on the left side of the visitors' penalty area and led three United defenders a merry dance with some exquisite close control before slipping a shot across the face of goal that Kuyt was on hand to gleefully smash home.

It was no more than the home team deserved for a spirited first-half showing and within four minutes they had doubled their advantage.
Again Suarez was involved. The forward broke into space on the right side of the area and sent a searching cross to the far post. Nani arrived to try and cut out the danger but inadvertently sent a header back across his own six yard box, allowing Kuyt to stoop and nod home the simplest of goals.
It had been an action-packed first 45 and as it edged to a close the passion and commitment of both sides threatened to boil over.
First, a melee ensued after a Carragher challenge left Nani injured before Rafael escaped with just a caution following a dangerous tackle on Lucas Leiva.

There was certainly more than enough for the sell-out crowd to discuss over the half-time brew and the majority of them would have been delighted to see Liverpool begin the second period in the ascendancy.
The ever-dangerous Suarez was at the forefront of it all, expertly juggling the ball into the feet of Meireles whose cut back was bravely gathered by Van der Sar as Gerrard looked to pounce.

Dalglish and co would have expected the league leaders to pose more of a threat as they pushed for a way back into the game and on 58 minutes they almost reduced the arrears.

A right-wing corner caused problems in the Liverpool area and when the ball was headed back across goal, Meireles was once again forced to clear from underneath his own crossbar from a Berbatov header.
Next, Ryan Giggs had a chance to mark the day he became the away side's all-time record appearance holder but he curled his 25 yard free-kick over the top.

As United pressed there was always a chance the Reds could expose the gaps in their defence and Meireles saw his shot from a tight angle palmed back into the danger area by Van der Sar but there was no-one in support to tap home the rebound.

It was a let-off for the United stopper, but he wasn't so lucky on 65 minutes when Liverpool snatched the all-important third goal of the afternoon.
Suarez fizzed a devilish free-kick towards the right-hand corner and when the ball squirmed from Van der Sar's grasp, Kuyt was on hand to complete a memorable hat-trick in front of the Kop.

It was rapidly turning into the perfect day for the Reds and on 74 minutes it got even better when Andy Carroll replaced Meireles to make his long awaited debut.
The No.9 almost turned instant provider too, nodding a cross back into the path of Kuyt who crashed a long range shot just over.
The Anfield faithful were taking great delight in goading their old rivals and a chorus of 'Happy Birthday' from the Kop would have had Alex Ferguson shifting uncomfortably in his seat, as the home side had reached such a level of comfort that they could treat Dalglish to a belated sing-song in celebration of his 60th.

It could have been even more emphatic too, but Maxi miskicked from 18 yards while Gerrard's side footer flew inches off target.
The away team had done little to trouble Reina despite some decent spells of possession but they did pull one back deep into stoppage time when Hernandez headed home.

Kwa mujibu wa taarifa ya Utekelezaji Mpango wa Maendeleo na Bajeti kwa Mwaka 2009/2010  na Mapitio ya Utekelezaji wa Mpango wa Maendeleo na Bajeti Mwaka 2010/2011 iliyowasilishwa na Katibu Tawala Msaidizi, Sehemu ya Mipango na Uratbu, Nuhu Mwasumile katika kikao cha Kamati ya Ushauri ya Mkoa (RCC) kulichofanyika katika ukumbi wa Siasa ni Kilimo.

Mwasumilwe amesema kuwa Serikali za Mitaa katika kipindi cha Mwaka 2009/2010 zilikadiliwa kukusanywa kiasi cha Shs. 4,613,991,146 kutokana na vyanzo vyake vya ndani (own source). Amesema kuwa hadi kufikia Mwezi Juni, 2010, jumla ya Shs. 4,674,992,320.43 zimekusanywa ambazo ni sawa na asilimia 102. Kwa Mwaka 2010/2011 Serikali za Mitaa ziliidhinishiwa kiasi cha Shs. 98,623,349,000. Kati ya fedha hizo Shs. 70,809,941,000 ni kwa ajili ya Mishahara na Shs. 27,813,408,000 kwa ajili ya matumizi mengine.
Aidha, katika kipindi cha Mwaka 2009/10, Sekretarieti ya Mkoa ilikadilia kukusanya jumla ya Shs. 1,146,000 ikiwa ni Mapato ya Serikali kuu. Hadi kufikia Mwezi Juni, 2010, jumla ya Shs. 260,565,459.70 zimekusanywa.   
Mwasumilwe amesema kuwa kwa Mwaka wa fedha 2009/2010, Mkoa uliidhinishiwa jumla ya Shs. 117,061,090,126 kwa ajili ya matumizi ya kawaida na maendeleo. Katika fedha hizo Shs. 87,742,207,575 ni kwa ajili ya matumizi ya kawaida na Shs. 29,318,882,551 kwa ajili ya kugharamia Miradi ya Maendeleo. Katika kipindi hicho Sekretarieti ya Mkoa iliidhinishiwa jumla ya Shs. 6,400,957,000 kwa ajili ya Matumizi ya kawaida. Kati ya fedha hizo Shs. 3,362,957,000 ni kwa ajili ya Mishahara na Shs. 3,038,000,000 kwa ajili ya Matumizi mengineyo. Aidha, kwa Mwaka 2010/2011 Sekretarieti ya Mkoa iliidhinishiwa jumla ya Shs. 6,633,520,000 kwa ajili a Matumizi ya kawaida. Kati ya hizo Shs. 4,010,228,000 ni Mishahara na Shs. 2,623,292,000 ni Matumizi mengine. 
Vilevile kwa Mwaka 2010/2011 Mkoa wa Iringa uliidhimishiwa kutumia jumla ya Shs. 142,573,623,000 kwa ajili ya Matumizi ya kawaida na Maendeleo. Kati ya hizo Shs. 256,869,000 ni kwa ajili ya Matumizi ya kawaida na Shs. 37,316,754,000 kwa ajili ya kugharamia Miradi ya Maendeleo.
Katika ufunguzi Kaimu Mkuu wa Mkoa wa Iringa, Kanali Issa Machibya amezungumzia hali ya kilimo na hasa pembejeo za kilimo. Amesema kuwa Mkoa wa Iringa umepokea pembejeo za kilimo zenye thamani ya Shs. Bilioni 21.6. Amesema kuwa lengo la Serikali kuwekeza fedha nyingi katika pembejeo za kilimo ni kuboresha kilimo katika Mkoa wa Iringa ili kiwe ni kilimo chenye tija. Aidha, alikemea tabia ya ukiukwaji wa taratibu katika zoezi zima la ugawaji wa pembejeo hizo na kusema kuwa ukiukwaji hou umekuwa ukichelewesha shughuli za kilimo.

HUDUMA YA MAJI VIJIJINI YAONGEZEKA IRINGA
Zaidi ya asilimia 60 ya wakazi wote wa vijijini wanapata huduma ya maji safi na salama kwa teknolojia ya mtiririko, kusukuma maji kwa mitambo ya umeme na dizeli na visima katika Mkoa wa Iringa hadi kufikia Disemba 2010.
Takwimu hizo zimetolewa na Mhandisi wa Maji wa Mkoa wa Iringa, Mhandisi Amos Mbelwa Byemerwa wakati akiwasilisha taarifa ya sekta ya Maji kwa mkoa wa Iringa kwa Waziri wa Maji, Prof. Mark J. Mwandosya (Mb) alipofanya ziara ya kikazi Mkoani Iringa katika ukumbi wa NSSF.
Amos Mbelwa Saulo Byemerwa, Mhandisi wa Maji Mkoa
Mhandisi Byemerwa amesema kuwa teknolojia inayotumika kuwapatia wananchi maji karibu na maskani yao ni miradi ya mtiririko, kusukuma maji kwa mitambo ya umeme na visima vilivyofungwa pampu za mkono. Aidha, Halmashauri ya Wilaya ya Iringa inaongoza kwa asilimia 67.5 ilifuatiwa na Halmashauri ya Wilaya ya Njombe yenye asilimia 67.4 wakati Halmashauri ya Mji Njombe ndiyo yenye asilimia ndogo ikiwa na asilimia 51 pekee.
Mhandisi Byemerwa ameongeza kuwa mkoa unavijiji 498 vyenye kamati za maji kati ya jumla ya vijiji 720 vya mkoa wa Iringa. Ameongeza kuwa vijiji 366 vinamifuko ya maji iliyokuwa na kiasi cha shilingi 255,635,452 hadi kufikia Desemba 2010.  Aidha, vijiji 92 vilivyopo katika awamu ya kwanza ya programu ya Maendeleo ya Sekta ya Maji vimekusanya jumla ya shilingi 209,787,799 kama sehemu ya asilimia 2.5 ya gharama za ujenzi wa miradi katika vijiji vyao. Amesema kuwa mkoa ulikuwa na vyombo huru 20 vya watumiaji maji vikiwa ni jumuiya za watumiaji maji 13 na mamlaka za maji 7.
Akiongelea ulinzi na utunzaji wa vyanzo vya maji Mhandisi Byemerwa amesema “mkoa unachukua mbalimbali kutunza vyanzo vya maji na kuhakikisha havichafuliwi wala kuharibiwa kutokana na kazi za kibinadamu karibu na vyanzo hivyo”. Amezitaja hatua hizo kuwa ni pamoja na kuvitambua vyanzo vya maji na kuviwekea mipaka na kutayarisha mpango wa kuhifadhi kila chanzo kilichotambulika kwa kushirikiana na wananchi. Hatua nyingine ni pamoja na kuunda vyama vya watumiaji maji katika mabonde madogo ya mito na kushirikiana na ofisi ya Bodi ya bonde la Rufiji na Ziwa Nyasa na mashirika yasiyo ya kiserikali kutoa elimu kwa wananchi juu ya hifadhi ya mazingira na matumizi endelevu ya rasilimali za maji.

...utafutaji kazi wachangia athari za afya kijamii

Uhamaji kutoka sehemu moja kwenda nyingine kwa minajili ya kutafuta kazi kwa ajili ya kujikimu ni miongoni mwa sababu za kijamii na kiuchumi zinazoathiri afya ya jamii nchini.

Hayo yameemwa na Samweli Nyagawa, Afisa Ustawi wa Jamii mkoa wa Iringa wakati akitoa mada juu ya Sababu za kiuchumi na kijamii zinazoathiri afya ya jamii, katika Taasisi ya Afya ya Msingi (PHCI)- Iringa.

Nyagawa amesema kuwa uhamaji kwa malengo ya kutafuta kazi umekuwa ukiwatenganisha wanaume na wake zao na kuvunjika kwa mtandao wa asili wa familia. Uhamaji huo unatokana na kukua kwa miji hali inayoambatana na upungufu au ukosefu mkubwa wa ajira ameongeza.

Uwezo finyu wa wanawake wa kiuchumi pia unachangia kuathirika kwa afya ya jamii. Kutokuwa na uwezo wa kiuchumi kwa wanawake kunawaondolea uwezo wa machanguo baina ya mahitaji yao na kujikuta wameingia katika mkumbo unaohatarisha afya zao.

Afisa Ustawi wa Jamii huyo ameelezea pia ukeketaji wanawake na kiwango kidogo cha utahiri kwa wanaume nazo ni sababu zinazochangia athari za kiafya kwa jamii. Amesema kuwa ukeketaji hufanyika katika mazingira yasiyosalama na kusababisha unyanyasaji kwa wanawake.

Aidha, amezitaja sababu nyingine kuwa ni pamoja urithi wa wajane, usafishaji wajane na ulevi wa kupindukia kuwa sababu zote hizo zinachangia athari za kiafya katika jamii hasa maambukizi ya ugonjwa wa Ukimwi

Hali ya taharuki imetanda mji wa Dar Es Salaam, huku wakaazi wakiamka kuomboleza vifo vya zaidi ya watu kumi na zaidi ya wengine 60 kujeruhiwa kufuatia milipuko iliyotokea kwenye ghala la kuhifadhi silaha za kijeshi, lililo karibu na uwanja wa kimataifa wa ndege.
Wakaazi wa eneo la Gongo la Mboto lililo karibu na ghala hilo wamekesha nje baada ya makaazi yao kubomoka kutokana na mtikisiko wa milipuko hiyo iliyodumu kwa saa kadhaa. Milipuko hiyo ilisikika kwa umbali wa zaidi ya kilomita ishirini kutoka kituo hicho cha kijeshi.
Kwa mujibu wa Neema Mwaipopo aliyeshuhudia taharuki hiyo ameuambia mtandao huu kuwa milipuko hiyo ilianza mwendo wa saa mbili usiku ambapo wakazi wa maeneo ya jirani walilazimika kukimbia pasina kufahamu wapi waelekeapo na nini kilichotokea. Aidha, ameshuhudia mparaganyiko baina ya familia kupotezana na watoto wao wadogo.
Kamanda wa polisi jijini Dar-es-Salaam, Suleiman Kova, ametoa wito kwa raia wa mji kuwa watulivu huku maafisa wa ulinzi wakiendelea na mikakati ya kurejesha hali ya uthabiti.
Kova amesema uchunguzi wa awali umebainisha kuwa mlipuko huo ni ajali na wala sio shambulio la kigaidi.

BRITAIN’S is based on history and showing its age. Geography dictates that Canada’s and Mexico’s will stay strong. Saudi Arabia’s will endure as long as America needs to buy its oil. The one with Hosni Mubarak (though not the one with Egypt itself) was dropped like a hot potato once the protests began.
America, in short, is both promiscuous and flighty when it comes to “special” relationships. One of the most fascinating is its long-standing fling with Israel. What, exactly, does America see in the Jewish state? And is the relationship in danger from the wind of change rattling Egypt and the wider Arab world?
These questions are best tackled in reverse order. It is easy to see why an Arab democratic spring might chill relations between America and Israel. The peace between Israel and Egypt was made between leaders, not peoples. That hardly mattered when the people of Egypt, like other Arabs, had no voice. But it will matter once they find one. Right now, the demonstrators in
Tahrir Square
are demanding their own freedom, not Palestine’s. But the statelessness of the Palestinians remains the great unifying cause of the Arab world. So even Israelis acknowledge that if Arab leaders have in future to respond to the wishes of their people they will become more hostile to Israel—and, by extension, to Israel’s American paramour. In that case, if America’s relationship with Israel was a marriage of convenience, like the one it has just annulled with Mr Mubarak, America might begin to see the case for a divorce, or at least some separation.
But, of course, America’s attachment to Israel is not a marriage of convenience. It looks a lot more like true love. Listen to all the sweet talk, for a start. Even Barack Obama, who in his desire to mend America’s relations with Islam has been tougher on Israel than many presidents, goes misty-eyed when he harps on the “special relationship”. It is founded, he says, on “shared values, deep and interwoven connections, and mutual interests”. And the billing and cooing is the least of the evidence. The strongest proof of America’s feelings for Israel is all the inconvenience America puts up with for the relationship’s sake.
Some American friends of Israel argue gamely that Israel is a strategic asset to the superpower, a doughty democracy that provides intelligence, high technology, storage for American weapons and so forth. But that was an easier argument to make during the cold war. More recently, the benefits have been eclipsed by the costs. These range from the billions American taxpayers give Israel and Egypt to underwrite the 1979 peace, to all the resentment America’s Muslim allies harbour towards the superpower for being soft on the oppressor of the Palestinians. Its help to Israel may not be al-Qaeda’s main grievance against America, but in the war on terror this past decade Israel has surely been more of a liability than an asset in the contest for hearts and minds.
Far from being a marriage of convenience, in other words, it is a marriage of inconvenience. So is it a case of true love? Some Americans, refusing to accept this explanation, argue that although Israel is not linked to America by history, like Britain, or by geography, like Canada and Mexico, its relations with the Jewish state are entangled to an unusual degree in domestic politics. Harry Truman decided to support Israel’s founding after relentless lobbying. “I have to answer to hundreds of thousands who are anxious for the success of Zionism,” he grumbled. “I do not have hundreds of thousands of Arabs among my constituents.”
Since then, the power of the pro-Israel lobby in Washington has grown stronger, assuming epic proportions in some imaginations. Two American academics, John Mearsheimer and Stephen Walt, made the claim in a book in 2007 that without the Israel lobby George Bush would not have invaded Iraq. That is an exaggeration, to say the least. But the powerful congressional resistance Mr Obama bumped into last year when he tried to enforce a settlement freeze in Jerusalem and the West Bank almost certainly played some part in the failure of America’s latest peacemaking initiative in Palestine.
Still, to explain America’s intimacy with Israel through the political power of America’s Jews is to miss half the story. In recent decades a far broader range of Americans, including evangelical Christians but not only them, have joined the love affair.
Trust in old faithful
No matter how desperate the lot of the Palestinians, polls show that Americans feel greater sympathy for Israel, a country they can identify with. And if some Democrats have lately become somewhat readier to criticise Israel, the Republicans have more than compensated in the other direction. Most conservatives, especially since the 2001 attacks, see Israel as a beleaguered democracy that shares America’s Judeo-Christian values. For some this article of faith has become a subtle line of attack against Mr Obama, whom they deem too hard on Israel and (nudge, nudge) insufficiently Judeo-Christian himself. Republicans want to slash foreign aid, but not the aid to Israel. And while demonstrators thronged Cairo last week, Mike Huckabee, who may seek the Republican presidential nomination again, was declaring from Israel that it was “racist” to stop Jews settling in the West Bank.
Against this backdrop, with a Republican House and a presidential election less than two years away, Israeli fears of abandonment look unwarranted. America will be faithful. But it will have to pay a higher price for its fidelity in an Arab world whose leaders no longer dare to ignore the preferences of their people. The best way to escape this trap would be for America to win the Palestinians their state. In that event, Arabs in general might be willing to make a people’s peace with Israel. But it was hard enough to negotiate a compromise when the autocrats were in charge. Finding one the masses accept will be harder still.

 HALMASHAURI ZAAGIZWA KUTENGA MAENEO YA MITI

Halmashauri za Wilaya, Manispaa na Mji Mkoani Iringa zimeagizwa kutenga maeneo makubwa ya kupanda miti kwa faida ya Halmashauri husika na mkoa kwa ujumla kutokana na mkoa kuwa na hali nzuri ya hewa.

Agizo hilo limetolewa na Mkuu wa Wilaya ya Ludewa, Georgina Bundala wakati akisoma hotuba ya Mkuu wa Mkoa wa Iringa katika uzinduzi wa siku ya upandaji miti kimkoa uliofanyika katika Halmashauri ya mji wa Njombe.

Bundala amesema “nachukua nafasi hii kuziagiza Halmashauri zote za Mkoa huu zitenge maeneo makubwa kwa ajili ya kupanda miti kwa ajili ya faida ya Halmashauri husika”. Amesema mkoa wa Iringa una hali ya hewa nzuri inayofaa kwa zao la miti na kuwataka wananchi kutunza vizuri upendeleo huo mkoa uliojaaliwa na Mwenyezi Mungu ili kupiga hatua ya maendeleo.

Mkuu huyo wa Wilaya ya Ludewa ambaye pia ni Kaimu Mkuu wa Wilaya ya njombe amesema kuwa mkoa wa Iringa una eneo kubwa la Misitu ya asili na ya kupanwa. Amefafanua kuwa Mkoa unamisitu ya hifadhi zaidi ya 64 yenye eneo la hekta zaidi ya 325,650. Vilevile amesema misitu ya kupandwa inaukubwa zaidi hekta 110,283 na kufafanua kuwa misitu hiyo ni pamoja na ile Halmashauri, vijiji, watu binafsi, makampuni na vikundi.

Aidha, alichukua nafasi hiyo kuwataka wananchi kuendelea na zoezi la kuotesha miche na kuipanda, kuhifadhi ardhi kwa madhumuni ya kuzuia mmomonyoko wa ardhi, kuhifadhi misita ya asili na kuhifadhi vinazo vya maji.

Amesema uongozi wa mkoa umeamua siku ya upandaji miti kimkoa ifanyike tarehe 10 Januari, 2011 kwa kuwa hali ya hewa inaruhusu kwa zoezi hilo kwa mkoa mzima hivyo hauwezi kusubiri mpaka mwezi Aprili. Siku ya upandaji miti mwaka huu inaongozwa na ujumbe usemao MISITU NI UHAI; PANDA MITI KWANZA NDIPO UKATE MTI”.
“Ujumbe huu unatuasa tupande miti mingi sana na tukate mti mmoja na tukifanya hivyo tutafanikiwa kuhifadhi mazingira ya nchi yetu” amesema Bundala.

Akielezea takwimu amesema kuwa Mkoa wa Iringa ulipanda miti zaidi ya 6,603,296 katika Halmashauri zake katika kipindi cha kuanzia mwezi Januari 2001 hadi Januari 2010. “Upandaji miti ni jambo muhimu sana, lakini muhimu zaidi ni kuitunza miti iliyopandwa. Haina maana kutumia nguvu zetu kuotesha na kupanda miti na kisha kuicha miti hiyo iungue moto au kuliwa na mifugo inayochungwa katika maeneo yaliyopandwa miti” Alisisitiza Mkuu huyo wa Wilaya.

Aliagiza kuilinda miti hiyo kwa nguvu zote na pia ifanyike sensa ya miti ili kuwa na takwimu sahihi zinazoonyesha idadi ya miti iliyopona na iliyopo mashambani.

Shughuli  hii ya kupanda miti hufanyika kila mwaka hapa nchini kwa kuwashirikisha wananchi wa maeneo mbalimbali. Kwa kawaida siku ya upandaji miti kitaifa kila mwaka ilikuwa inafanyika tarehe mosi ya Mwezi Januari  lakini kuanzia mwaka jana 2010 shughuli ya upandaji miti  Kitaifa inafanyika Mwezi wa Aprili.

1.          This Invitation for Tenders follows the General Procurement Notice for these Projects which appeared in the Daily News Paper Issue No. ISSN 0856– 3812 NO. 10148  dated  30th August , 2010

2.     The Government of Tanzania has set aside funds for the operation of the Regional   
       Administrative Secretary - Iringa during the financial year 2010/2011. It is intended   
       that part of the proceeds of the fund will be used to cover eligible payment under the
       contract for Construction of Iringa Regional Commissioner’s Conference Facility –   
       Phase I

3.   The Regional Administrative Secretary - Iringa now invites sealed tenders from eligible
          “Nationalcontractors registered in Class Five and above for Construction of Iringa   
           Regional Commissioner’s Conference Facility – Phase I

            
  1. Tendering will be conducted through the National Competitive Tendering procedures specified in the Public Procurement (Goods, Works, Non Consultant Service and Disposal of Public Assets by Tender) Regulations, 2005 – Government

Notice No. 97 and is open to national Tenderers only as defined in the Regulations unless otherwise stated in the Tender Data Sheet.
5.      Interested eligible Tenderers may obtain further information from and inspect the Tendering Documents at the office of the Regional Tender Board Secretary, Regional Administrative Secretary, from 7.30a.m. to 3.30 p.m on Mondays to Fridays inclusive except on public holidays.
